Should I leave my dog at home for Grad School?

I have the opportunity to go to graduate school in Britain for a 12 month program. Originally I was going to take my two year old lab mix , Scout. However, after looking at the process of getting a dog to the UK and after speaking to people about the challenges of getting an apartment that allows dogs my parents want me to leave him back in Ohio with them. I lived at home throughout undergrad so Scout has also lived there his entire life with my parent's two dogs and a fenced in backyard. He is close to my parents and the other two dogs but I'm his main caregiver/person. I am extremely hesitant to go to school without him even to the point of considering not attending. My mom insists that she'll be fine with him and he'll have the same life he's always had sans perhaps missing me for a week or two as he adjusts. I feel horrible about having to leave him and really think i'll be more affected by this move than he will. Should I still pursue taking him with me ( we were quoted $4500 to take him by a pet moving company) or should I leave him in his comfort zone and just miss him for a year. I really just want to do whats best for him as I'm not the type of person to just abandon my dog for any little thing.
