I Keep Changing My Kids From Daycare To Daycare All The Time!! HELP!?

I have two kids, a 5 year old girl and a 4 month old boy. My husband and I are experiencing extreme difficulty with finding adequate people to care for our children while we work during the day. My daughter who is now 5 has had issues with day cares since she was 3. The first time she went, something inappropriate happened and it was all due to lack of supervision by the teacher and that teacher ended up getting fired. We moved her away from that daycare to another one, well the nap time teacher use to hit her and and squeeze her cheeks when she would not nap, so we left that daycare, for a few months she stayed with a relative and that worked out fine for a little bit, then she went to another daycare after that and she told me that another nap time teacher would pinch her if she didn't take a nap. This was only a couple of months ago. When I came off of maternity leave with my son I put him in a home daycare with a lady who had one other child. Everything seemed to be going fine until one day she cut his hair off with a pair of scissors (don't ask me why, I don't know). we immediately left there, finally we decided to leave daycare altogether and put them in a home daycare together. Everything seemingly was going ok until my daughter started to tell me that some of the other little kids got spankings from the caregiver and her husband with a switch. Then today, she told me that the caregiver hit her with a switch for not sharing. I was shocked. When I asked her why she spanked her she said it was b/c she would not share her toys. I then asked her why she did not tell me this yesterday and she said it was b/c she was afraid she would get in trouble b/c she did not share her toys. I am so shocked, and just out of answers. I have uprooted my kids so many times over the last couple of years that I am afraid that I am damaging my kids. My husband and I are the kind of people that HAVE to work in order to take care of ourselves and our kids, so quitting my job to be a full time mom is a not an option. But I am out of answers, can anyone help me? Offer some suggestions or advice?
